Studies reveal that although the use of electronic mobile technologies in learning is at its infancy, these technologies continue to find their way into educational practices. However, most of the e-mobile learning activities lack context analysis to explore foundational questions. The hunch of the study is that if electronic mobile technologies find a place in elementary schools, they may provide a way to increasing higher education access to marginalized groups found in rural communities. Elementary schools are accessible learning structures already found in most rural community. Thus the ubiquity of elementary schools and electronic mobile technologies may lead to a type of learning that takes resources from few traditional campuses into many rural communities and increase participation in higher education. The disadvantaged in rural communities may use their technologies to access resources in elementary schools. Using elementary schools as e-learning support centers is a way to promote distributed and inclusive learning. Thus, the purpose of this study is to explore the e-readiness of elementary schools as learning support centers where learning resources can be accessed by those residing in rural communities.
