The technique offers new opportunities for road traffic crashes analysis as it was established that the random variable T has a Weibull distribution with parameters α, β. The values of these parameters were estimated using the available data. It was believed that the losses produced by a malfunctioning road transport system are fatalities. Risk exposure to these losses is defined with the average number of persons using the roads. It was also established that the national road safety trend measured with the number of road traffic fatalities is positive, i.e. declining. However, there is reason to believe that the dynamics of the fatality reduction is too small to reach the target set out by UN Decade of Action for Road Safety 2011–2020 of curbing rising traffic injuries and fatalities; and Safe Road in Nigeria to reduce road crashes death and injuries by 50% by 2020
