This research report assesses the state of democratic governance in Zimbabwe as part of a broader study of the Southern African Development Community (SADC) region. It investigates whether Zimbabwe has undergone a genuine democratic transition and whether democratic governance is consolidating. The study identifies a shift towards authoritarianism following a stalemate in constitutional reform, leading to democratic deficits in political and economic governance, local and corporate governance, and citizen participation. The research utilizes both desk research and field surveys to analyze representation and accountability, citizen participation, local governance, and economic management.
