As part of several reforms envisaged under the new Public Finance Management Reform Programme (PFMRP), preparation of the 2011/12 budget departed from the norm in more ways than one. In an effort to enhance transparency and ownership of the budgeting process, for the first time, key stakeholders were afforded a consultative forum ("Budget Pitso") to contribute to the preparation of the budget. While the extent to which their input has been factored into the budget is a question of debate, government should be commended for the effort. Perhaps what could be improved going forward is the effectiveness or impact thereof of the consultative process on the budget preparation; otherwise the process would only be as good a tool for public relations on the part of government.
