This article examines relations between central and local government to explain poor performance of local government in service delivery. Central government plays a crucial role in the delivery of services, but these functions are better left to the local government. The article argues that even though local government is supposedly semi-autonomous in Botswana, the decision-making powers reside with the central government. To facilitate efficiency of local government in service delivery, it is required that central government devolve some powers to the local government. This article finds that Botswana’s central government is reluctant to devolve the necessary powers to local government for delivery of services. Also, there is absence of sincerity on the side of central government. The article recommends that the relationship between local and central government be enhanced in order to improve the efficiencies of the former in service delivery. Also, it recommends that the central government should revise legislation that govern its relationship with the local government in order to devolve the necessary authority for service delivery at grassroots level.
