Even though Botswana has for almost three decades been hailed as Africa's showcase of democracy, observers have often overlooked the fundamental processes that should underlie a truly democratic dispensation. Furthermore the country's achievements probably stood out because it happened to be not only in a continent where democracy has not done particularly well but also at the very heart of an extremely turbulent region. Perhaps one aspect that is often forgotten is the nature of the democratic culture within the country since independence. A democratic culture has not been allowed to evolve freely despite the existence of an acceptable liberal constitutional framework. The players involved, particularly the power elite, have inhibited the evolution process largely for self-serving reasons.
