One of the public management functions that saw dramatic changes in the new millennium is human resource management (HRM). The duties of HRM managers are changing from merely resolving personal matters to planning and implementing complex government plans. HR managers should work in close collaboration with senior line managers to operationalize the strategic objectives of public institutions through the recruitment, appointment and development of public official with the right skills, attitude, behaviour, knowledge and experience. The chapter outlines the key responsibilities of the HR function in government with specific reference to the government of Botswana. Issues such as talent management, workforce diversity, and a changing work environment are explored.
